1. new sp3 header comment in ultra rapid SP3-orbit files
--------------------------------------------------------

starting today 1298-5 hour 12 the ultra-sp3-orbits have a changed
header comment line 19.

the line 19 used up to now

/* ULTRA ORBIT COMBINATION FROM WEIGHTED AVERAGE OF:

will provide the epoch information of the start of the orbit
predictions like shown in the example line below. 

/* ULTRA ORBIT COMBINATION 12971_06 (53326.250) FROM:
 



2. maneuver satellites in rapid and final combination
-----------------------------------------------------

as manuever satellites are modeled by several ac's they are not
excluded from the rapid and final combinations anymore.
the remarks in the summaries are adapted accordingly.
