[IGSMAIL-4943]: Networking Problems at GSFC

The GSFC firewall began experiencing problems starting on Tuesday, May 25 
at ~05:00 p.m. EDT.  These problems affected many computers at the 
Greenbelt campus and were resolved at ~10:00 a.m. today, May 26.  Very 
little data were delivered to the CDDIS server due to these problems 
and user access was interrupted.  At this time, data are once again 
flowing.  We are in the process of updating our archives.  Please
let me know if you are still experiencing any connectivity problems to
GSFC and the CDDIS.
