[IGSMAIL-4778]: New Analysis Centers in IGS

Dear IGS Community,

It is a pleasure for us to announce that we have two new IGS Analysis
Centers, which contribute to the generation of our core IGS Combined
Products:

GOPE - Geodetic Observatory Pecny/Czech Republic
       (Jan Dousa)

  GOPE will contribute to the Ultra Rapid Products.
  Having one more AC we hope that the quality and robustness
  of this IGS product will improve and that especially the
  number of missing satellites could be reduced (we need
  at least 3 contributing ACs for each satellite!).

MIT - Massachusetts Institute of Technology
      (Thomas Herring)
  MIT will contribute to the Final Products.
  The large network of 150 stations used by MIT will significantly
  improve the maintenance of the IGS network.
  Having for all of their stations a 5-min clock solution
  it will be a valuable contribution to the IGS Time and
  Frequency Product.

During the last months the new products were evaluated.
Their impact on the combination was tested to ensure that no systematic 
effects in the combined products will occur.  

The high quality of the products from the new ACs revealed by
those tests justify their inclusion.

We thank the new ACs for all their efforts and for making their
products available to the IGS community.
