Note, the IIR-10 launch had last been set for 31 October.

According to Spaceflight Now, the launch of GPS 2R-10 has been further
postponed until mid-November in order to replace two solid rocket
boosters.
Also, GPS 2R-11 has now been postponed until mid-January 2004.
