Advisory:  SACH data problem and new receiver

Further to IGSMAIL-4257, from DOY 036 to 045 the SACH receiver was 
not responding to remote commands and was running in it's factory 
default configuration. Data was therefore collected at an interval of 
20 sec. This data has not been uploaded to the IGS Global Data 
Archive at CDDIS but is available on request.

A replacement Ashtech micro-Z receiver was installed at SACH at 
approximately 18:00 UT on DOY 045. It uses new firmware that fixes 
the underlying memory problem with the old firmware. Operations are 
now back on line and data since DOY 046 has been uploaded to CDDIS. 
The 6 hour data file for DOY 045 will also be uploaded later today 
and an updated site log sent to the IGS.
