Further to IGSMAIL-4218, the official announcement of the Block 31
GLONASS launch was by NAGU 086-021226 dated 26 DEC 2002 at 
11:00 MT (Moscow time). The NAGU message gave 10:37:58 MT as the 
time of launch. See the text of this message below.

All NAGU messages quote times in MT and also give MT as UTC+0300.

Therefore, the time of launch was 07:37 UT, and not 10:37 UT.

Disentangling abbreviations:
- NAGU = NAGU NOTICE ADVISORY GLONASS USERS
- MT = Moscow Time
