[IGSMAIL-4118]: SFER: doy 279/287 data files

Due to some problems in the internet connections the SFER data files for
doy's  279,281,282 & 287 did not arrive complete to the data center.

I have resubmitted those files today.

On the other hand SFER data files for doy's 283, 284, 285 & 286 were lost,
and we are not able to recover them.

I apologize for the inconveniencies.
