[IGSMAIL-3791]: CDDIS Power Outage

I have just been informed that there will be a power outage on March 21
from 05:00 through 07:00 p.m. affecting the area of the building housing
the CDDIS computer facility.  This work is being done to ready a new
computer room for several systems, including CDDIS.  Therefore, we
can expect another system outage when this new facility is ready and the
CDDIS computers are relocated.  This move will probably take place by
mid-April.  I will keep the user communities informed when I have a
fixed date for our computer move.  

I apologize for the short notice about tomorrow's outage but I only
found out myself this morning.
