[IGSMAIL-3789]: SFER: Resubmitted doy 064-077 data files

I have resubmitted SFER data files from doy 064 to doy 077, because the old
files were not properly formatted. Unfortunately doy 073 SFER data file is
lost.

Also I have sent a new log file to the igscb because the external frequency
(10 MHZ Cesium) has been recovered
