[IGSMAIL-3690]: MAG0 and TIXI

Dear colleagues,

The power supply at MAG0 (Magadan, Sea of Okhotsk margin) was recovered on
26-Dec-2001. Complete time series are provided since next day (doy 361). See IGS
Mail #3595.

The local computer failure at TIXI (Tixi, east Arctic Siberia) caused the data
gap in the period 12-Dec-2001 to 9-Jan-2002. The computer was replaced on
10-Jan-2002 and complete time series are provided since 11-Jan-2002 (doy 011).
