[IGSMAIL-3539]: SFER doy 264/267 data delivering

San Fernando Observatory had lost its connection to internet last Friday,
doy 264. The conection has been recovered today, doy 268. We have submitted
SFER daily data files  from doy 264 to doy 267  to BKG data center.

We have also restarted the hourly data files flow.

I apologize for the inconveniencies.
