ADVISORY: - 08:02:30 UT the GPS receiver at ALGO stopped tracking;
          - 11:31:57 UT 2001-Mar-20 the Hydrogen Maser at ALGO 
            went off-line;
          - 13:53:30 UT the GPS receiver resumed tracking on internal
            clock;
          - 14:29:00 UT the GPS receiver was taken off-line to invoke 
            clock-steering;
          - 15:09:30 UT the GPS receiver was brought back on-line with
            the internal clock and steering ON;
          - a replacement atomic clock will soon be installed as a 
            temporary measure;
          - The Hydrogen Maser is being examined and will be returned 
            to service as quickly as possible.
