[IGSMAIL-2941]: New directory structure at CDDIS for hourly GPS data

The CDDIS is in the process of changing the directory structure for
the hourly 30-second GPS data files available through anonymous ftp on
host cddisa.gsfc.nasa.gov.  Originally, all data for a particular day
were stored in daily subdirectories:  /gps/nrtdata/yyddd, where yy is
the two-digit year and ddd is the three-digit day of year.  We are
currently testing software that will store the data in subdirectories
by hour: /gps/nrtdata/yyddd/## where ## is the two-digit hour of the
day (00, 01, 02, ... 23).  At this time, data are available in both
the main directory (/gps/nrtdata/yyddd) and the hourly subdirectories
as we test our software, thus giving users a chance to also modify and
test their software.  Sometime in the near future (probably late next
week) the data will only be available in the hourly subdirectories.

This new directory structure is the result of discussions with users
during last week's IGS Network Workshop in Oslo Norway.  Any questions
