The USNO receiver (AOA SNR-12 ACT S/N 245-U) spontaneously stopped
tracking again:

24-NOV-1999 ~00:12 UTC -- receiver stopped tracking

26-NOV-1999 ~13:13 UTC -- receiver manually restarted

We apologize for the continuing data interruptions.  The problem is
known to be precipitated by the data offload process, but a fix is
not available yet.  This unit will be replaced at the earliest
possible opportunity.
