  Area of Consideration:  ALL SOURCES

  DUTIES AND RESPONSIBILITIES:  Responsible for
  research on the Earth's changing orientation relative to
  distant galaxies and on improving space geodetic
  measurements of this orientation.  Emphasis of this
  research is modeling the orbits of the Global Positioning
  System (GPS) satellites.  Formulates, initiates and guides
  new and complex research projects, both basic and
  applied, related to the measurement of Earth orientation.
  Investigates data obtained from observations of GPS
  satellites.  Inadequacies in current knowledge of and
  measurement technology for Earth orientation will be
  identified and investigated.  Guides new major research
  efforts to remedy identified inadequacies.  Will lead
  efforts at USNO to improve the modeling of GPS satellite
  orbits and to predict accurately the satellite trajectories
  for use in real-time applications.

  QUALIFICATION REQUIREMENTS:  Qualification
  requirements are described below and may also include substitution of
  education for experience or selective placement factors applicable to
  this position.  Applicants must have one year of specialized
  experience at the GS-12 level.  Specialized experience is
  that experience which has equipped the applicant with the
  specific knowledge skills and abilities to successfully
  perfom the duties of the position being filled.  For this
  position specialized experience is: experience in modeling
  the orbits of artifical satellites, especially GPS satelites;
  experience in computer operation and understanding of
  FORTRAN, UNIX, UNIX Shell scripts and C
  programming languages.  The incumbent must have a
  Bachelors degree or higher in one or a combination of
  astronomy, physics, mathematics, space sciences, or
  electronics.  The course work must have included
  differential and integal calculus and 12 semester hours in
  astronomy and/or physics.  A PhD. in Astronomy,
  geodesy, or astrodynamics is desired.

  KNOWLEDGE, SKILLS AND ABILITIES:
  1.  Ability to perform independent research.
  2.  Knowledge of satellite geodesy and orbit modeling.
  3.  Knowledge of space geodetic techniques and their use
      for measuring variations in earth orientation.
  4.  Skill in communicating complex scientific ideas and in
      interacting with other groups and organizations.
  5.  Knowledge and ability to use computers.
