Subject: Richmond Turbo Rogue Reboot

After DCRAP showed the Richmond/RCM5 point positioning solutions were 4 times worse 
than normal, the receiver was powered off at approx. 22:15 on Oct. 31 (D304) for 2 min.
Since then, the receiver has been working fine. We will verify it by examining the
DCRAP outputs on today's data.
