proposed contributions should be directed by 1994 February 20. The
convenors decide on the final status of the contributions - oral or posted.
Hotel accomodation forms are attached. Please fill in and send back
to the appropriate address (Paris Observatory or IGN) as early as possible if
you want to get help from the local organisers. The rooms will cost
approximately 300-400 FF. Late reservation may result in higher prices.

REGIONAL GPS PROCESSING AND THE
DENSIFICATION OF THE INTERNATIONAL TERRESTRIAL REFERENCE FRAME
When the IGS was conceived, one of the stated goals was the densification of
the International Terrestrial Reference Frame using the GPS technique. Many of
you recall the days when GPS networks or stations were observed by different
agencies and institutions, with no easy way to establish a meaningful
comparison of results between groups. Everyone used a different reference
system with different stations and coordinates as a basis for processing. The
IGS has been very successful in working with the IERS to resolve this problem
and together we have made great progress in the evolution of the ITRF. After
the establishment of an accurate and highly reliable GPS orbit and EOP service
the densification of the core network must be the next major goal of the IGS.
During the IERS/IGS Workshop to be hosted by the IERS in Paris during the
week of March 21 -25, this concept will be discussed and developed in two
stimulating sessions. Wednesday March 23 will provide an overview and
introduction, and Thursday March 24 will include a session devoted to
discussing the technical details and practical approach. The basic idea is to
involve a few stations observed from permanently operating regional networks
or even from episodic measurements into the IGS on an annual or semi-annual
basis. In this manner those stations can be tied into the IERS/IGS.
Technically this may be established in different ways: IGS Analysis Centers
may be asked to include certain stations into their processing for an annual
solution; and regional agencies and institutions must be encouraged to use the
precise combined IGS orbits to process their data, subsequently submiting
certain key station solutions to the IGS. Methods to combine the results of
the different [Associate] Analysis Centers must be studied. For networks of
about 30 to 40 GPS stations with worldwide distribution, very reliable GPS
coordinates and velocities are available. Now we must focus on the
densification of the network.
