This is our first report to IGS. Our analysis utilizes the JPL
GIPSY/OASIS II (UNIX version) software system and data from all (up to 7)
Canadian stations augmented by up to 10, globally distributed, core stations.
(see Table 1 for the list of stations). For confirmation and independent
comparisons we also regularly reduce data from the North American stations and
two European stations (TROM, WETT) stations with MicroCosm (tm) software
package (a commercial version of GEODYN II). For non AS days the GIPSY and
MicroCosm precise orbits typically show rms agreement (in each coordinate) at
the 1 m level. This is encouraging, as except for the apriori EOP (DUT1)
series, similar single station data preprocessing and about 70% of common data,
both solutions are quite independent employing different GPS data treatment,
estimation strategies, mathematical modelling etc.
Submitted results start with August 4, 1992 and include only days when
AS was not invoked. Currently we are still investigating optimum estimation
strategies and some possible improvements, and once the strategies are
finalized we are planning to reprocess all the IGS data. This effort is a part
of a joint pilot project to test the so called "Active Control System" in
Canada and involves the Geodetic Survey (GSD), SMRSS, the Geophysics
Division and Pacific Geoscience Centre of the Geological Survey of Canada,
all three institutions are part of the Department of Energy, Mines & Resources
(EMR).

Orientation is realized through the above coordinates and the fixed DUT1
values from IERS (Bull. B).
Constants and models
All constants such as GM, c, the gravity field model (GEMT3(8,8))
conform to the IGS standards. The (global) ocean loading according to
Pagiatakis is applied, no permanent tidal corrections or tectonic station
movements are applied. Rock 4 and 42 radiation pressure models are used
for Block I and II GPS satellites, resp.
Estimation strategies
24 h independent orbit arcs are estimated daily with six initial
satellite states and three radiation pressure coefficients. Until August 25,
1992 the initial satellite states and radiation pressure coefficients were
estimated from broadcast orbits and used as an apriori input. From this date on
the solutions from the previous day are mapped ahead and used as apriori input
for the next 24 h satellite arc. Both types of apriori information are assigned
large sigmas, namely 1km and .005m/s for position and velocity, respectively.
Typically data from 16 or 17 stations for 18 GPS satellites are processed
daily. Both phase and smoothed pseudorange, undifferenced observations above 15
degrees at 5 min intervals are used and weighted with 0.005 and 0.5m sigmas,
respectively. Real time initial phase ambiguities are estimated whenever
necessary. Tropospheric refraction errors are modelled by estimated
corrections to a nominal model together with a stochastic (random walk)
process. Reference timing is provided by fixing the Hydrogen Maser clock at
ALGO which had clock errors well below 1 microsec during this period.

Aposterioi variance factors typically are between 0.5 and 1.0. Due to
problems with data quality for the AS days the results for the corresponding
days (with AS turned on) are not included here.
Since August 26 we no longer use broadcast orbits to initialize daily
orbit improvements, instead we use the orbit from previous day mapped
appropriately. In this way the current solution corrections are discrepancies
of estimates based on two adjacent (24h) data sets. The rms values for each
coordinates are typically well below 1 m level with the exception of several
eclipsing satellites which show some systematic biases at the 1-2m level. This
is another indication of internal precision and is consistent with our GIPSY-
MicroCosm comparison mentioned above.

NOTES:
(a) The epoch refers to the epoch at which the site position applies
and not the mid-point of the data span. We have also added the
velocities adopted for these sites at the end of each line. For most sites
these are the NUVEL-1 velocities with the North American AM0-2 velocity
added. For PIN1 and DS10, Observed velocities (based on a combined VLBI/
GPS solution using ~10 years of data have been used).
(b) The PEQ notation in the site name (PINB, DS1B, SIOC and JPLB) denotes
post-Landers earthquake position (applicable after 11:58 UTC June 28, 1992).
(c) These coordinates were estimated from the first 51 days of IGS data.
They have been rotated and translated into the ITRF 1990 frame by use
of the horizontal coordinates at all sites. The rms difference between
the horizontal coordinates of these sites and our previous realization
(second IERS submission) was 5 mm.

During the weekend of days 256 to 258 (September 12 - 14), anti-spoofing has
been on. Nevertheless, because a lot of receivers provide data now in cross-
correlated mode during A/S, and because of changes in our software concering
preprocessing, those satellites which are affected by A/S, are included into
the IGS-data processing too. So all the satellites of the whole GPS-system have
been included in our processing.
