In response to Werner Gurtner's questions concerning the impacts and
conditions when AS is on, I hope to have a response from the JPL group
by Tuesday morning (August 18) European time. We will address the
issues that you have brought up and clarify the Rogue operations
under AS.

The SIO archive will be unavailable from 15-18 August
for backup purposes. Let us know if there are any problems
logging in after Monday.
Sorry for any inconvenience.

Subject: SIO analysis results
--------------------
SIO PGGA/GARNER Analysis Center Results (14 August, 1992)
Yehuda Bock, Peng Fang and Keith Stark
This week we include the following information:
(1) Update on availability of SIO orbits (repeat from last week)
(2) Note on SA tests
(3) DOMES number corrections for SIO coordinate list (based on
note from Zuheir Altamimi)
Polar motion results for 1-7 August
(1) Availability of SIO orbits
The analysis center at SIO has been archiving GPS orbits since
14 August 1991, and maintaining them on-line for access via
anonymous ftp. To access the Scripps PGGA/GARNER archive:
Use anonymous ftp
address: teddy.ucsd.edu (132.239.13.4)

Precise GPS orbits can be found under garner_orbits and are
stored by year (e.g. 92data).
The orbits are in NGS Precise Ephemeris Format (Standard Product 1).
The naming convention differs from the IGS one and is as follows:
ngarnyy.ddd (e.g. ngarn92.150)
We have renamed all our orbit files according to
the IGS convention. They can be found in igs_products/gps_week
The orbits can also be accessed according to our old naming
convention described above.
In addition, we have copied all orbit files since GPS week 649 to CDDIS.
They can be found in gps3:[products.week] (e.g. gps3:[products.0649].
We also plan to archive the IGS products of the other analysis centers,
under igs_products/gps_week
(2) Note on SA tests
During the first two AS test weekends, we and most centers were using a
Rogue RINEX translator that did not pick up the codeless L2 Rogue data.
Therefore, all our solutions during AS periods do not include data from
the affected satellites (i.e., PRN's 2,16,17,20,21,23,24,25,26,28).
The consequences at this stage:
(1) Our orbital products do not include improvements to these satellites
during the AS period.
The SIO archive does include broadcast ephemeris information for all GPS
satellites for this period, as concatenated from files collected by
Mini-Mac and Trimble trackers. Only Rogue receivers did not collect
broadcast ephemeris for AS affected satellites.
(2) Polar motion values for the AS period have larger uncertainties.
Partial remedies: We have upgraded our RINEX translators, provided by
Werner Gurtner. According to Werner the codeless L2 Rogue data is of
poor quality. At this stage, we are unsure how this will affect our
routine analysis. At some stage, we may reprocess the data from the
AS tests after the correct RINEX files are available.
(3) Updated DOMES numbers and polar motion results.
The set of coordinates described below is based on the
analysis of the of the first 51 days of the IGS campaign, and
include coordinates of the PGGA sitesafter the Landers earthquake.
The polar motion table has been updated for the period 1-7 August.
1. Analysis Center: Scripps Institute of Oceanography
2. Solution Identifier: Submission 920814
3. Software used: GAMIT/GLOBK
4. Definition of Terrestrial Reference Frame:
Origin: Nominally ITRF-90
Orientation: Nominally ITRF-90
Reference epoch: 1992.57 (MJD 48829.5)
Relativity Scale: Terrestrial
Velocity of light: 299792458.0 m/sec
Permanent tidal correction: None
5. Adjusted parameters:
(a) Double-difference data
(b) Single day orbit arcs, 6 ICs and 3 radiation parameters per
satellite-per-day
(c) One-per-day-per-station zenith tropospheric parameter,
(d) Bias parameters, one for each independent double difference
combination.
(e) Station positions with +- 10 m constraints at stations other
than: ALGO, YELL, PIN1, PINB, JPL1, JPLB, SIO1, SIO2, FAIR, KOKR,
USUD, DS10, DS1B, DS40, DS41, DS60, YAR1, MCMU, TAIW, ONSA, WTZ1,
METS, MATE, TROM, NALL, KOSG. For these stations constraints of
+0.001 m for horiziontal and +-0.005 m for the height were used.
(f) X and Y pole position once per day. (No estimate is made of UT1-
AT since these deviations are absorbed into the orbital parameters).
(g) On MJD 48800.5, the California sites are treated as separate
sites before and after the Landers earthquake.

NOTES:
(a) The epoch refers to the epoch at which the site position applies
and not the mid-point of the data span. We have also added the
velocities adopted for these sites at the end of each line. For most sites
these are the NUVEL-1 velocities with the North American AM0-2 velocity
added. For PIN1 and DS10, Observed velocities (based on a combined VLBI/
GPS solution using ~10 years of data have been used).
(b) The PEQ notation in the site name (PINB, DS1B, SIOC and JPLB) denotes
post-Landers earthquake position (applicable after 11:58 UTC June 28, 1992).
(c) These coordinates were estimated from the first 51 days of IGS data.
They have been rotated and translated into the ITRF 1990 frame by use
of the horizontal coordinates at all sites. The rms difference between
the horizontal coordinates of these sites and our previous realization
(second IERS submission) was 5 mm.
