[IGS-Equipment-Files] rcvr_ant.tab and antenna.gra file updates

Dear Colleagues,

It was brought to our attention that the antenna code TWI3972XF_CONE used in the IGS ANTEX file (igs20.atx) did not have a matching antenna code in the rcvr_ant.tab and antenna.gra files.  Therefore the rcvr_ant.tab and antenna.gra files have had the following correction made:


| 02 FEB 2024  Corrected TWI3972XF to be TWI3972XF_CONE                        |
