[IGS-Equipment-Files] igs08_1887.atx: Update including reactivated GLONASS-M satellite R736

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1887.atx'. It contains the 
following changes:

1) According to the Information Analytical Centre (IAC), GLONASS-M 
satellite R736 replaced GLONASS-M satellite R738 in almanac slot 16. 
Therefore, the following satellite has been added:

R16 (R736)

According to the Center for Orbit Determination in Europe (CODE), R736 
is already active since 9 March 2016 (DOY 69).

2) A decommission date for the following satellite has been added:

R16 (R738): 14 February 2016
