[IGS-Equipment-Files] igs08_1781.atx: Update including TPSPN.A5

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1781.atx'. It contains the 
following changes:

1) One robot calibration provided by Geo++ GmbH has been added:

TPSPN.A5        NONE

This antenna type is installed at the proposed EPN station CAG1 that 
should replace the former station CAGZ:

2) The decommission date for G12 (G010) was changed from

   1996     3    26   to
   1996     3    27

Repro2 analyses performed by Peter Steigenberger (CODE) showed that 
additional G010 data was available for 27 March 1996.
