[IGS-Equipment-Files] rcvr_ant.tab: Added NOV702GGG.R2 and new manufacturer

Dear Community,

The following antenna has been added to the rcvr_ant.tab standard:

| NOV703GGG.R2         |  GPS-703-GGG (Rev. 2) RoHS-compliant (Pinwheel Tech.) |
|                      |    GPS: L1/L2/L5 GLONASS: L1/L2/L3 Galileo: E1/E5a/E5b|
