[IGS-Equipment-Files] Compass renamed to BeiDou

Dear Colleagues,

According to Mr. Ran Chengqi, the director of the China Satellite Navigation Office, the ICD for BeiDou Navigation Satellite System version 1.0 was released. This officially retires the recognition of "Compass" and introduces BeiDou.

Respectfully, the rcvr_ant.tab file has been updated to reflect this change and to use the acronyms of "BDS" instead of "CMP".

Additionally, all sitelogs, sitelog template, and relevant documents will be updated to reflect this change.
