[IGS-Equipment-Files] igs08_1719.atx - Update including LEIGS14

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1719.atx'. One robot
calibration provided by Leica Geosystems AG and performed by Geo++ GmbH
has been added:

LEIGS14         NONE

The updated antenna correction model is available at
