[IGS-DCWG-212] new IC Charter for approval and doodle for next telecon

Dear all,

Find enclosed the new Infrastructure Committee Charter for your perusal 
and comments. This responds to the Wuhan recommendation 2018-3 agreed at 
the last workshop splinter meeting. The changes are highlighted in blue 
in the document enclosed. Please send your suggestions and comments. The

These changes are a consequence of the recommendation coming from the 
decision of the GB to create the new GB position of DCC (Data Center 
Coordinator), and to merge the DC WG and the IC since the activities 
overlap so much. As you know we have been coordinating all DC issues 
through the IC for many years. The Final issue has been the suggestion 
by the CB to make the IC Chair the new 'IGS Infrastructure Coordinator' 
with a vote in the GB meetings so that infrastructure is better represented.

In summary;

- Over the last few years, a majority of the activities typically addressed within the IGS Data Center Working Group has been carried out within the Infrastructure Committee. Examples include the integration of multi-GNSS sites and RINEX V3 data into the archive structure of the IGS GDCs. Thus, given the success of such cooperation, we have discussed the need for a separate working group for data center activities.

- In consultation with the IGS Governing Board, modifications have been made to the IGS Terms of Reference to create a Data Center Coordinator position in the GB that works closely with the IC. As per the ToR, the DCC will assist the IGS DCs, monitoring activities to ensure that the IGS objectives are carried out, primarily the collection and dissemination of IGS data and analysis products. Other responsibilities include quality control of the IGS related files, performance evaluation, and continued development of appropriate analysis standards.

- The responsibilities for the DCC will rotate among the DCs with appointments and terms specified by the GB.


To discuss these issues, the new IC Charter, and to conduct a revision of the outstanding recommendations from Wuhan (enclosed pdf), and any other issue you suggest, we would like to hold a Teleconf in the near future.
