[IGS-DCWG-207] data files removal and QC

Dear Data Centers,
Please note that a recent IGS station file has been published and it is
incorrect. The file Rinex 2 ramo2940.19d.Z needs to be removed from your
data directories, please.
CDDIS has already removed the file please remove the file from the other
data centers. Thanks.

Also please implement some QC at your Data Center so that you only
publish correct Rinex 2/Rinex 3 files and that bad station files do not
get published.
This file already caused problems for some of our users so avoiding
these issues should be a priority.
I have contacted the station operator as well and hopefully they will
also implement some QC before they publish files. On the other hand this
is the second time this year this happens from the same site (previous
incorrect file was ramo2260.19d.Z) so we need to have more than one line
of defense against bad data files.
