[IGS-DCWG-178] Javad receiver navigation messages

Dear Data Centers,

It has come to our attention that certain Javad stations have mixed CNAV 
and LNAV navigation messages causing problems in the "merged" navigation 
files that we generate at each of the Data Centers. The problem is very 
dependent on the order the stations are read and the specific 
participating stations but for sure the CDDIS "brdc" has been affected, 
and they have now implemented an exclusion of all these stations to try 
to prevent any more problems, while the station operators tries to fix 
the problem, please exclude these sites from your "merged" navigation 
files as if you use the navigation files from these stations it is 
possible some bad messages will get into the merged file and be very 
difficult to detect.

... all these stations need excluding from the Rinex 2 "brdc" generation 
as they suffer the same problem as the other stations ...
