[IGS-DCWG-162] Rinex converted files not allowed in permanent repositories

Dear all,

Please implement some check at your DC so that 'converted' Rinex 3 files 
are not being published in public GNSS data repositories. These files 
are generated by simply rewriting a Rinex 2 file into the Rinex 3 format 
and making several assumptions. So far this affects Rinex 3 files that 
contain the line;

DAEJ00KOR_R_20170260000_01D_30S_MO.rnx:*              WARNING - FORMAT 
CONVERSION               *  COMMENT


  from random checks at CDDIS I have only seen station DAEJ with this 
problem so please remove all Rinex 3 files from DAEJ from your 
repository soon as converted files are not real Rinex 3 files since the 
measurement tracking mode cannot be recovered from the Rinex 2 data 
files.  Rinex 2 files from DAEJ are of course perfectly fine.

Please let everyone know if implementation of this check should present 
a problem at your DC. Thanks.
