OK,

Having now checked the latest CHANGES.txt file from Hatanaka 4.0.4 
(ftp://terras.gsi.go.jp/software/RNXCMP_4.0.4/CHANGES.txt)  it 
appears that since version 4.0 Hatanaka supports RINEX 3 :

2007-02-05
   - Version 4.0.0 created. (It is a test version.)
   - Capability of conversion from RINEX version 3.00 to Compact
     RINEX format version 3.0 (RNX2CRX), and vice versa (CRX2RNX),
     was implemented. Conversion between RINEX version 2.xx
     and Compact RINEX format version 1.0 is also possible as before.


In any case we could write to Dr Yuki Hatanaka 
(http://facility.unavco.org/data/hatanaka.html) to make sure Hatanaka 
can already support RINEX 3 and 2.12 fully, just to be sure, what do 
you think?
