<p>Hi Dave,</p>
<p>excellent question, do you mean in general or in the IC Charter
pdf?, the DCC is defined in the 2019 IGS TOR document enclosed.
The IC does not define this Role so I only mention in the new
charter that this GB member is a ex-officio member of the IC , the
IGS TOR defines the DCC well enough I think, it reads;</p>
<p> </p>
<div class="page" title="Page 4">
<div class="layoutArea">
<div class="column">
<p><span style="font-size: 14.000000pt; font-family:
'Calibri'; font-weight: 700">DATA CENTER COORDINATOR
</span></p>
<p><span style="font-size: 12.000000pt; font-family:
'Calibri'">The Data Center Coordinator (DCC) assists the
DCs and monitors their activities to ensure
that the IGS objectives are carried out. Specific
expectations include quality control,
performance evaluation, and continued development of
appropriate analysis standards.
The DCC is also responsible for the appropriate collection
and dissemination of IGS data
and analysis products.
</span></p>
<p><span style="font-size: 12.000000pt; font-family:
'Calibri'">The DCC is a voting member of the IGS GB (see
below) and interacts regularly with the
CB and the IERS. The DCC (or designee as approved by the
GB) works closely with the
Infrastructure Committee Chair (see below).
</span></p>
<p><span style="font-size: 12.000000pt; font-family:

shall rotate among the DCs with appointments
and terms specified by the GB.

<b>Subject: </b>[EXTERNAL] [IGS-IC-850] new IC Charter
for approval and doodle for next telecon<o:p></o:p></span></p>

<p class="MsoNormal"><o:p> </o:p></p>
</div>
<p>Dear all,<o:p></o:p></p>
<p>Find enclosed the new Infrastructure Committee Charter for
your perusal and comments. This responds to the Wuhan
recommendation 2018-3 agreed at the last workshop splinter
meeting. The changes are highlighted in blue in the document
enclosed. Please send your suggestions and comments. The
original Charter can be seen here (<a
href="https://kb.igs.org/hc/en-us/article_attachments/200623256/IGS_IC_Charter.pdf"
moz-do-not-send="true">https://kb.igs.org/hc/en-us/article_attachments/200623256/IGS_IC_Charter.pdf</a>)<o:p></o:p></p>
<p>These changes are a consequence of the recommendation coming
from the decision of the GB to create the new GB position of
DCC (Data Center Coordinator), and to merge the DC WG and the
IC since the activities overlap so much. As you know we have
been coordinating all DC issues through the IC for many years.
The Final issue has been the suggestion by the CB to make the
IC Chair the new 'IGS Infrastructure Coordinator' with a vote
in the GB meetings so that infrastructure is better
represented.<o:p></o:p></p>
<p>In summary;<o:p></o:p></p>
<pre>- Over the last few years, a majority of the activities typically addressed within the IGS Data Center Working Group has been carried out within the Infrastructure Committee. Examples include the integration of multi-GNSS sites and RINEX V3 data into the archive structure of the IGS GDCs. Thus, given the success of such cooperation, we have discussed the need for a separate working group for data center activities. <o:p></o:p></pre>
<pre><o:p> </o:p></pre>
<pre>- In consultation with the IGS Governing Board, modifications have been made to the IGS Terms of Reference to create a Data Center Coordinator position in the GB that works closely with the IC. As per the ToR, the DCC will assist the IGS DCs, monitoring activities to ensure that the IGS objectives are carried out, primarily the collection and dissemination of IGS data and analysis products. Other responsibilities include quality control of the IGS related files, performance evaluation, and continued development of appropriate analysis standards.<o:p></o:p></pre>
<pre><o:p> </o:p></pre>
<pre>- The responsibilities for the DCC will rotate among the DCs with appointments and terms specified by the GB.<o:p></o:p></pre>
<pre><o:p> </o:p></pre>
<pre><o:p> </o:p></pre>
<pre>To discuss these issues, the new IC Charter, and to conduct a revision of the outstanding recommendations from Wuhan (enclosed pdf), and any other issue you suggest, we would like to hold a Teleconf in the near future. <o:p></o:p></pre>
<pre><o:p> </o:p></pre>
<pre>Please use the following doodle to indicate your preference of time and date. At the teleconf we will ask for your agreement to the Charter so that it may be submitted to the next GB meeting in May. Thank you for your participation;<o:p></o:p></pre>
